FY2025 NOFO Update

As most of you know, HUD has formally withdrawn the FY2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). HUD stated that the withdrawal will allow for revisions and that a modified NOFO will be reissued. In addition, HUD submitted a filing in federal court confirming the withdrawal of the NOFO in connection with ongoing legal proceedings. The court document may be viewed here: gov.uscourts.rid.60977.39.0.pdf

Therefore, the local competition process is temporarily on hold until HUD releases updated instructions and timelines. HUD has indicated that a revised NOFO will be issued; however, no timeline has been announced.

We recognize this does not solve the underlying crisis. The FY24/25 NOFO still hasn’t been restored, and projects have contracts that will end throughout the 2026 calendar year.

The PEH board is working on multiple fronts to secure bridge funding for agencies who have project contracts expiring between January and May 2026. We will provide more information soon.

I encourage agencies with projects ending in January or February to contact Elizabeth McClam, Program Manager at HUD Buffalo elizabeth.a.mcclam@hud.gov and formally request a no cost extension for your project.

While HUD has rescinded the NOFO, they made it clear release of the revision is imminent. Please continue to work on your applications and gather necessary documentation and have it ready by 12/19/25. There is a motion hearing scheduled for 12/19/25 for the National Alliance to End Homelessness v. United States Department of Housing and Urban Development. We should all be prepared for application submission following this hearing as HUD’s priorities are likely the same.

I’ve been in touch with Senator Chuck Schumers office, Congressmen Joe Morelle’s office, the Attorney General’s office (have a meeting with them on 12/12/25), the Supportive Housing Network of NY, and the National Alliance to End Homelessness last night and this morning and will continue to update them on the ways in which this NOFO, and the delay impact the homeless funding in Monroe County. I encourage you to do the same.
