My name is Michael Manioci, and I’m the Community Engagement Program Manager at Excellus BlueCross BlueShield. I’ve also included my colleague Lori Shaw, who is the Oral Health Educator for Healthplex. Together, our roles focus on bridging gaps between members, providers, and uninsured children and families, ensuring access to essential health and dental services.
We are passionate about building partnerships that strengthen community health and improve outcomes for those who need it most.

At Excellus, we believe that everyone deserves access to quality healthcare—and we know that navigating insurance can be confusing. That’s why our Enrollment Team is dedicated to working directly with community agencies like yours to provide education, support, and onsite enrollment services.
We’d love to collaborate with you by participating in events such as:
- Back-To-School Events
- Health, and Community Fairs
- Family resource events
- Any other gatherings where we can meet and support your clients
Our team assists individuals under the age of 65 with low-cost or no-cost plans including Medicaid (Blue Choice Option), Essential Plan, Child Health Plus, and Qualified Health Plans. We help review eligibility, complete enrollments through the NY State of Health Marketplace, and answer questions about renewals—especially now that annual renewal is required to maintain coverage.
Here’s how we can support your organization:
- Attend and support your events with onsite enrollment and information tables
- Assisting members in locating dental providers accepting new patients.
- Educating members about covered health and dental services.
- Host virtual or in-person seminars tailored to your audience
- Working with schools and pediatric clinics to promote early dental care.
- Collaborating with Excellus to:
- Support outreach efforts.
- Provide member education.
- Facilitate access to care.
- Hosting workshops on:
- Proper brushing techniques.
- Nutrition and its impact on oral health.
- Provide educational materials for staff and clients
- Set up a referral process for individuals needing coverage
- Collaborate across departments to meet broader health needs i.e. Community Connections, Case Management, Community Investments and Sponsorships and Medicare
