Emergency Food and Shelter Program Funding Available

Monroe County has been chosen to receive funds to supplement emergency food and shelter programs through the Emergency Food and Shelter Program (EFSP). The program was created by Congress to help meet the needs of hungry and homeless people throughout the country by allocating federal funds for the provision of food and shelter.

The Local Board of the Monroe County Emergency Food and Shelter Program is requesting proposals for Phase 41. The purpose of this RFP is to identify nonprofit organizations and local government agencies to provide services under the Emergency Food and Shelter Program (EFSP).


Sparkle Wells MPA, CASAC-Advanced from the United Way of Greater Rochester and the Finger Lakes is the Chair of the Local Board. Partners Ending Homelessness will provide the administrative staff and will function as the fiscal agent for the EFSP funds. Funding can be requested to support the following activities:

• Emergency Food/Served Meals
• Mass Shelter
• Other Shelter
• Emergency Rental/Mortgage Assistance

Public or private voluntary organizations in Monroe County interested in applying for Emergency Food & Shelter Program funds should complete the attached application and return via email to Charles Bollinger at Partners Ending Homelessness; cbollinger@letsendhomelessness.org. The deadline for submission of the application is April 17th, 2024, at 5:00 PM.
