Emergency Solutions Grants 2026-27 (ESG 2026-27)
Request for Proposals (RFP)
The City of Rochester and Monroe County seek applications from qualified not-for-profit providers to participate in a comprehensive community service delivery program intended to ameliorate homelessness. Funding is available from the City’s and County’s ESG 2026-27 allocations. This RFP is based upon joint planning by the City, County, and Partners’ Ending Homelessness (formerly the Rochester/Monroe County Continuum of Care – CoC).

Release Date: Tuesday, February 17, 2026
Bidder’s Info: Monday, March 2, 2026 at 2:00 PM (see below for details)
Responses Due: Wednesday, March 18, 2026 by Noon
Award Notification: May/June 2026
Program Term: City-funded programs will start July 1, 2026, and county-funded programs will start August 1, 2026. ESG 2026-27 funded programs will have 12-month terms.
